Technically, the amount of russians dying from cancer has gone down. This of course goes hand in hand with a rise in acute lead poisoning in Ukraine.

They developed what might be the first cancer vaccine. USA government source.

I know you're being sarcastic, but vaccines against cancer-causing oncoviruses are not what's usually meant by "cancer vaccines" (though some people will sometimes use the phrase "cancer vaccines" to include that).

Cancer vaccines are more typically things like Imlygic which sets the immune system against melanoma.

If by "they" you mean Russia, that's not what your source says. It's a press release about Agenus (a US company) licensing their vaccine for production and sale in Russia.
