This has already kind of happened aswell. Apple competing making google improve their service. Google never had street view in Germany, because when they first tried it there were many protests. Only when they noticed apple had gotten full street view coverage of Germany, did google realise there wasn't much opposition anymore, and they went and covered Germany.
