Appointing people who want to replace him to the USPS board of governors.
In other words, he's still there because Biden doesn't really want him gone. Biden has had enough opportunities to appoint people who would oppose DeJoy, but appointed ones who support him instead.
My theory; he was put in position to try to influence the postal vote element of that election. Once his threat was neutralised, resources & attention were diverted elsewhere, as removing him would consume political capital best spent on more urgent / dangerous problems.

I don't think the president has the ability to fire the postmaster general.
Not directly but he does have the power to appoint the board of directors who have the power to remove the postmaster general. Or at least that's my understanding of how it works.
Might I suggest defenestration? It's super effective.

Trump didn't appoint DeJoy, but he did appoint the entire board of governors who appointed DeJoy. The board was technically bipartisan, as well.
Something else to note, there were independent bodies tasked with coming up with a list of names for the appointment of Postmaster General. DeJoy wasn't on any of them.
The postal service is 100% self funded due to republicans who can't or won't understand the concept of a public service.

They are only changing 5% rather than the 62% they promised.
Oh I'm not being obtuse I understand the problem, I just think if USPS is 100% self funded then it should just be a private company.

For fucks sakes, if we had a Republican president and the postmaster was appointed by a Democrat to politicize the department, they would have fired him on Day One. But once again, Democrats are too goddamn spineless to go after their political enemies.
It's clear the democrats want him to stay, otherwise he'd be gone. The democrats want the political benefits of keeping their rich bosses happy, while being able to claim they're not just another party of the rich.
