Looks crocheted. I came across a crochet community somewhere in my browsing. It might be worth tracking down and posting there, too.

This really looks like a technique called Irish crochet. Motifs are made separately and then pinned down and the connected webbing is then crocheted between them.

Thanks for this! I am relatively new to crochet and this has given me something to checkout as a continue to improve; I'd love to be able to make something lacy like this
