It could indeed be a filter, but I had a dachshund just like that years ago, and they are VERY silky and shiny. They almost look fake irl. I wouldn't be surprised if it's just a particularly great specimen.

Although to be honest the real nasty birds are gulls. They can sod off, horrible things.
