In Brazil we call that "lapada seca". I don't think I know how to translate the spirit of it, but literally it's something like "dry slap".

If his character wasn't being used for propaganda I'd say he's fine because he fought Nazis and didn't participate in any wars post-WW2; can't help but feel the original writer was probably like "um....I really don't want to have to make a cover with Captain America punching out Vietnamese civilians"

IIRC he originally did participate in some post-WW2 shittery, including communist hunting. But that later got retconned to be a different character, who was given the mask after the original got iced. The new char went on to be a neo-nazi
