If his character wasn't being used for propaganda I'd say he's fine because he fought Nazis and didn't participate in any wars post-WW2; can't help but feel the original writer was probably like "um....I really don't want to have to make a cover with Captain America punching out Vietnamese civilians"
IIRC he originally did participate in some post-WW2 shittery, including communist hunting. But that later got retconned to be a different character, who was given the mask after the original got iced. The new char went on to be a neo-nazi
