I took it to mean they are withholding insulin from anyone that doesn’t have Russian citizenship. Price or no price.

The article does say free insulin paid by the government. We have that in my country (Brazil), even for foreigners, but my first thought was that in the USA not even citizens get that.

An official document has already been issued [by the Russia-appointed administration] that medicines purchased from the Russian state budget will not be issued to foreign citizens, that is, citizens of Ukraine.

What do you mean with that? Nothing can be compared to the USA? Is USA perfect then? Brazil has universal free healthcare too. It doesn't mean Brazil is better than the USA in every possible aspect. Don't be afraid of comparisons.

So because USA is better than Russia in many things, then free healthcare is bad because Russia has it and the US doesn't?

It's this black&white mentality that creates all stupid polarization of opinions, you know?

You’re right. Anyone who genuinely loves their country (whatever their nationality is) needs to be aware of their country’s flaws. You can’t help your society without acknowledging that it needs help.

My first thought was that maybe Russia was experiencing shortages due to the deteriorating economic situation in Russia but, reading the article, this feels more like a petty bureaucrat that's upset that the occupied people of Ukraine are not cooperating as well as he wishes, so he makes passive-aggressive "punishments" of the people. This may ultimately be good for the war effort, leading to more behind-the-lines resistance movements.

The West has been doing that for the past year and a half already. It's not like putting undertrained Ukranian pilots in F-22s against Russian SAMs will affect the outcome of the war drastically.
