You have to assume he’s talking about non-citizen protesters, but then again, authoritarians don’t let the rules stop them from doing what they want.

It's more like that it's an attempt to "other" the protestors by insinuating they aren't real citizens.

Why would you assume that? Have you never heard him talk from his own mouth? The man has never been nuanced or multifaceted, he literally means everything he says in the most obvious way. He hates his assumed political foes, and is a big strong daddy. He will hurt or kill those foes. Nothing else is happening here.

It used to be that we couldn't just round up US citizens and put them in internment camps, until suddenly Executive Order 9066 changed the rules to say we could.

Sounds like the Palmer raids. 6,000 arrested, and though I don't think any US citizens were deported, over 550 people were.
