Yeah, in a system where anyone can create any sub, they need significantly finer-grained filters to improve discovery and prevent manual curation of block lists. Like you shouldn't be able to create an instance &/or sub without declaring a language (apparently the reason you see foreign language posts is because those instances/subs haven't set their language, or set it wrong). You should have to categorise what your sub is about, and have to set a location. These don't need to be hyper restrictive. They could be very open ended. They just need to simplify the experience for users to filter out all the crap they don't care about with minimal effort.
