Just put the babies in the potholes.
Baby bones don't have a high enough density and material integrity for that to be an appropriate solution.

One of my favorite facts (factoids?) is that if everyone in the world stood shoulder to shoulder we'd all fit inside the single city of Paris.
Also, to billions would likely die due to the enduing infrastructure crisis.
