The jan 6 committee referred and handed over their investigations finding to the doj. Over 1000 have been indicted, many jailed and the fashy don himself is indicted on some pretty serious felonies. So they could do that?

Good news. Plenty of qualified people have diagnosed him. They wrote an entire book about it. Hes a narcissistic sociopath. The dementia is newer though.
