I would agree if we were talking only about the Hispanic / Latinx population. But you're not going to see a lot of black Americans stopped on the suspicion that they're in the country illegally. Likewise with Asians, though to a lesser extent.

I hope that this is bad writing and that they're not being so inefficient as to literally airdrop meals. They should be airdropping food supplies which can be turned into meals. Much more efficient.
