It's in their Investor FAQ.

It's a little confusing. Their site says it's open to UN member nations.

Their NEWDEV bond ticker symbol doesn't show up on any of my normal haunts.

You likely can’t do equity investing but you might be able to buy their bonds:

Seems like a bad idea to me. If you want to diversify buy index funds and ETFs.
