Depends on how you define "mod". Just manage messages/threads? Yes. Kick and ban members? No.
You can use anything configurable through channel overrides, but everything else is a no go. A solution is using a bot as a proxy between your mods and actions like muting/timing out, kicking and banning, where you configure it to only allow such things from certain people in certain channels.
