Minetest is very good alternative to minecraft when you don't want to money to purchase minecraft.

It works on almost all operating systems including android.
It support Multiplayer.
Low spec system can run it.
Very good playerbase.
Many servers avaiable.

Veloren is a good FOSS one also, more like Cube World than Minecraft.

Well, in order to make minetest like minecraft you gotta use essentiall a modpack right?

Yeah, the gameplay mechanics are largely modelled after Minecraft, but the default-included content differs (meaning many blocks will work different or are added/removed compared to Minecraft).

If you want a very Minecraft-like experience, MineClone 2 is the go-to for that: https://content.minetest.net/packages/Wuzzy/mineclone2/
That is essentially a modpack, but it should be noted that this isn't some bolted-on, reverse-engineered workaround like modpacks in many proprietary games are.

Minetest at its core is a game engine, and the whole game content (except for mapgens) is provided via the modding API. So, if you were to bundle up such a modpack with the Minetest engine, it would be equivalent to a proper game that happens to be written with the Minetest engine.
