It's the same with cars, a phenomenon called induced demand leads to more people taking the car and go on a route if it has newly widened streets which will in turn lead to congestion again.

I think the better question is rather if flat geography and relatively short distances due to population density makes it seem highly likely that bicycle lanes will be used.
That is pretty much what I had in mind with that question, without specifying the factors that favor more cycling before the infrastructure is build
