It was in pc, so not a console game but it was called KidPix I think and it was pretty cute. Lots of funny brushes and you could even make simple sprite animations
I can still hear "Oops!" and "Oh no!" For the undo button clearly in my head to this day - Kid Pix was the shit in middle school lmao
There were some Korg music creators on DS and 3DS.
Acme Animation Factory has a drawing program and works with the same mouse as Mario Paint.
There was a Tiny Tunes cartoon maker as well.
