A peace summit without the warring parties doesn't seem exactly productive, unless the goal is to contain the violence so it doesn't spread to Egypt/Lebanon/Syria/Jordan.

I have an idea. Stop bombing Gaza, have international aid come in and help all of them, have international groups clean up and allow Palestinians movement between Westbank and Gaza.

See if maybe Palestinians could move towards getting rid of Hamas themselves by supporting less militant political movements that could move towards a peaceful two state solution. Instead of saying Hamas was elected by the Palestinians, when half of the population wasn't alive when they were elected.

You're assuming that Palestinians have a desire to get rid of Hamas, which is not at all guaranteed. Polling, as unreliable as it is, shows that they have a non-trivial amount of support even in the West Bank.

Regardless of what anyone thinks about the morality of the situation, Israel is simply not going to risk its security on the hopes of a "maybe" that Palestinians won't support violent attacks on Israel, especially when polling tends to find about half of them do support it on some level.
