Valve had already announce beforehand that they won't focus on the TI battlepass this year so this is something expected

Yeah, because this year they don't want to sell cosmetics or don't want to make cosmetics to sell it.

I think the plan is to release all the cosmetic stuff after TI, so they don't have to share the money with the pros. Probably they already know that in that way they just get more money
