They have the death penalty. Imho any country with the death penalty is primitive and inadequate in terms of law. It's that solution for when your legal system is unable to rehabilitate criminals or keep the population safe otherwise. There's a reason why most countries with the death penalty are struggling poor African, middle eastern and south east asian nations. Some edge cases on developed countries too, of which Japan is one.
