The extent of my Digimon knowledge is this animation and OP's image.

Do... Do digimon just transform into women? is that an actual thing in the show?

Yes. Also hot furry guys. Occasionally less immediately sexy things too, but if it's high level someone is into it.

Side note, that cat in the animation was at least as strong as a pseudo legendary, and that's not all that impressive for a Digimon.
