Wait.. wasn’t it the other way around for Hulk? That is, he lost a couple of places because of being overtaken?

I believe at the time of the crash, it was a local double waved yellow. Hulk got passed on the next turn which was still green(as was the rest of the track). VSC came out, race ended, but due to yellow still being out(marshals and recovery equipment could be on track), no passing is allowed.
