I'll mirror the response I gave you in the DM in the interest of transparency:

I don’t know this user’s history, maybe the admin who performed the mod action has dealt with them in the past, I can’t say. But I kind of agree with your. I would have removed the comment immediately, but most likely would not have banned them.
