So if they don't release Pyro at CitizenCon, how far out can they say it will be released without being yet another 2018 announcement?

If they say sometime next year, count on at least 5 years. They really need to be CLOSE with the way they've hyped Pyro.

Unless they decided to change their stance on "no release until server meshing" (and there's no reason to expect that) they won't release Pyro during CitizenCon. We still don't even have the experimental PTU branch they talked about.

It'll be playable for those that will visit the con in person and they'll probably repeat the above to set the expectations.

Besides, considering all the previous CitizenCons it doesn't really matter what dates they announce - vast majority of them are delivered years late and some are still nowhere in sight.

Just enjoy what piques your interest and stick to "I'll believe it when I can play it". It's the best way to avoid disappointment.
