So say there's an instance of people that are posting stuff I don't want to see. Let's call it sh.ee.haw.

Is there a way to block everything from popping up from there for me?

Ask whichever instance you're on if you they can defedrate. They are probably going to say no. Practical solution would be to spin up a VPS and host an instance with no registration or communities just for yourself. That way you're in full control of federation.
