They all look the same from the inside...
But the one that hasn't paid does not have the same amount of external insulation. See the thickness of "paint", it's not just paint, it's insulation layer commonly used to improve thermal efficiency of a building.
Still, he'll benefit from heat raising from the apartment below, it's those above him that are worse off because the heat will escape through his walls.
actually to me it looks like the outer layer was ripped off. Maybe they're renewing it and this is in-between removing the old one and installing the new one.
