Oh, that. I don't think Picard would have issues with that. She did what he couldn't, he wasn't the type to be jealous. I would think he would thank her for that one. I always got the impression that Picard desperately wanted to be able to help Q, and he recognized that Q was bored. He just didn't have any ideas on some project that would be complex enough to actually occupy Q.
