It suggests to me, given certain other things I've been hearing, that perhaps there is not a unified resolve among the various heads of the armed forces to conduct this....'exercise', that perhaps the head of the Russian Air Force is not entirely on board, as it were.
Is anyone running this yet?
Actually, once I did read the article I found it largely lacking in substance. The only assertion they tried even remotely to support involved rapeseed oil, a substance which human beings should consume under no circumstances.
Also, the article vacillates between 'western democracies' and 'Europe'. Further, it anticipates that Russia will be in control of Ukraine's resources, which is most of what is cited as the agricultural source of the commodities in question.
Finally, there is a gulf of distance, geopolitically, between 'Europe' and 'western democracies'. While this is a tragic state of affairs, it is as such, and I can see that this could severely impact Europe, very much less so more outlying countries such as Australia, Canada, and the US.
No, now that I've read the article, it looks to be precisely what I called it out for, that is, a spot of economic propaganda.

Many use cases, many hats. Most of us play multiple roles in our lives, whether we know it or not -- and so wear multiple hats.
We're all victims, to a degree, of poor software design, and we're all responsible for it to a degree as well. If for no other reason, because we make some compromise for some other perceived gain. We literally enable bad software every time we use it.

Not just to be argumentative, but rather to suggest that there is something we can all do about it. Even those among us who are not programmers or engineers can raise awareness among both other users and service/software providers, and refuse to use bad software and crappy insecure web technology.
This must be some sort of hang-fired attempt at advertising your 'protection' racket.

It's ok though, because I wasn't really attempting to make a response to the article per se, so much as reacting to another example of a trope that was introduced by the MSM mere hours before the invasion began in earnest.
FTR, I don't think any of this can be taken entirely at face value, except perhaps for the suffering being inflicted on regular folk just trying to get along in their lives.
The solution is real simple, don't turn to wikipedia on matters that are politically charged. Get your news from a news outlet, instead of expecting that a crowdsourced online encyclopaedia might be up on current events.
