Nessa geração o 7600 é o melhor cxb, ele vai acompanhar sua futura placa de vídeo tranquilamente. O seu gargalo vai passar para os 3 gb de memória na placa de vídeo, o que seria o próximo upgrade como mesmo vc disse.

Se for atender poucos clientes, uma i3 13100 tá de bom tamanho. Não compre o modelo f pois não tem gpu integrada, necessária pra transcoding. A placa mãe deve ter gigabit ethernet (10/100/1000). Se for uso esporádico, um bom HD dá conta. Eu não abriria o servidor para clientes fora da LAN antes de entender um pouco de segurança, e mesmo assim, só para pessoas de confiança. Um cliente mal intencionado (ou comprometido) pode vir a atacar o seu servidor.

Se o orçamento estiver confortável eu iria de ryzen 7600, e configuraria para ser a minha máquina principal mesmo. Nesse caso, montaria o servidor no docker/wsl 2. Sobraria PC até pra jogar.
