I am not sure where you are failing to see the logic in erring on the side of "not having child porn" and frankly that's kinda disturbing
The line should be "is this drawing of someone who looks like they could be under 18" because if the answer is yes, they look like they could be under 18, then it's pretty obvious that it's intended for pedos.
Child and teen have a very large overlap.
