Depends on the phase of construction. The pressure hull will be fully complete before being floated for the first time, with most (if not all) systems installed. But there still may be operational testing, training, etc. going on that is part of the construction process. Those types of things can take place waterborne (and in some cases are required to), which frees up space for construction of the next hull to begin.

If you are in an industry where an emergency at 2 am cannot wait until 0900 (or whenever shift starts in the morning), fucking pay a swing shift to be there. Or fairly compensate your employees for calls off the clock. Either way, stop expecting free labor from your employees. And if your business can't afford to exist without fairly compensating those who work for it, then your business should not exist.

There are some commercial rolls I've seen in the US that seem to be a happy medium...the holder itself in the stall has a thin plastic rod for the TP to go on, and the rolls have a very small opening in the center (and no cardboard) to go on that rod.

A "benefit" of using RAF helos is it the flight hours. Pilots typically need a certain number of flight hours every month to maintain their certs, so they'll likely be flying anyways. Having them fly senior ministers around instead of other training flights technically is free, as the flights were going to happen anyways.
