Whether he really wants them (or its just an excuse) and massive question over whether he can be trusted to abide by even legally binding agreements. If pearl harbour 2.0 happened, eg North Korea attacked the US and the american people knew that Putin was behind it... I think they would rise up against trump if he didn't take action. Thing is, trumps nothing if not an opportunist, he'd know that. So he'd do at least the minimum to placate the people. He'd have no choice.
