It's in a separate folder with special permissions, preventing any modification. afaik it's not trivial to "unlock"

I think they were trying to help by providing metadata for you to check against. Not actually sending the APK itself.
I think the 2 points the article makes about that are pretty valid though. It's most probably more than Facebook's revenue in this single country plus it's just the beginning.
A lot of the hate comes from apple having been a big supporter of the usb-c standard when it was developed, yet they still chose to go the anti-consumer route and stick with lightning for years after they already had a better cable. Now there's landfills of useless lightning cables, while we can still use micro-usb for a lot of other old devices.
