there are 40* people who could receive the commutation, I don't think it's outlandish to suggest these people should also not be killed, if you believe in the death penalty fine, but Joe Biden is apparently a devout Catholic who at some point didn't believe in it so what's stopping him from commuting all the sentences

They are definitely not inherently good or bad it depends on the place, but if there is 1 child born per woman in the country, that means the country given enough time will pretty rapidly shrink, unless they change something about people not wanting to have kids or allow immigration

There are far more in times of active conflict like now, including rockets from places like Iran and Yemen, people especially those with resources don't want to hear sirens in their cosmipolitan city, they don't want to go hide in a bomb shelter in their basement even if it's unlikely they won't get hit

If I were to guess the primary concern of those leaving it would probably be to go some place that doesn't regularly have rockets fired at it
