I like this a lot but I don't know what deck wants it.

A cool niche ability with a weird setup cost but it doubles as surgical grave hate?
For EDH play I don't think I personally see enough activated abilities but that's the only threshold that needs crossing for me.
Obligatory "4mv blue instant with Set Mechanic that looks at the top N cards of your library and puts 2 into your hand"
I do love to see it, though.
This seems really fun even though I can't tell if it's good. In EDH I can see Grixis theft decks slotting it right in because it draws, ramps, and even steals!
You can have one legal Otter in EDH, as a treat.
This might be enough to make me build UB flash.
In Commander I can't decide if it's a Goad build with a side of Flash or the other way around.

The model certainly has some obvious flaws like you noticed with Dynamo and Powerstone. I don't think it "counts" words or symbols on cards and it definitely doesn't have a notion of the "role" a card might play in a deck other than its key words.
I like using it when I have a card that has a niche intersection of mechanics/words and I want to find all the cards that are as similar as possible without manually searching every possible subset of those mechanics or words.
