Remove the restrictions Russia attacks other countries power grids with impunity why are there restrictions on attacking them handicapping your allies in war is stupidity

In this case the cable is in international waters, so things are wholly more complicated.

Edit: at least I'm assuming this specific incident was in international waters... other ones have been.
