I think he saw the public opinion was slowly moving towards the UAP direction, and this interview is an attempt to put that idea back into the box. So he goes on TV and ridicules the UAP angle by calling it "the martians" repeatedly, and trivialise the whole idea that something strange is going on.

Even the "legacy program" for example would legally be required to be known to them. Of course we know of the allegations that this program has been illegally withheld from such oversight.
