Streamio with Torrentio add on + a Debrid service is all you need.

Don't know why you're being downvoted. It's an add-on for Stremio that enables streaming from a ton of different torrent sites.

Searx is your friend

Stremio with a few plugins can find torrents and stream directly from an Android TV device, buffering the file as it goes.

How does seeding work in this case?
