The option is only present on not Bussiness accounts, thanks for the reminder.

I did update my marketing preferences (thanks to those who mentioned checking them).

Note, I turned off this setting as soon as I got the email from Paypal. After seeing this article, I followed the steps to make sure I'd turned off the correct slider. It was the right slider... but it sometime in the last six days they turned it back to on.
This shouldn't apply for European thanks to the GDPR
