Believe it or not, we do have an international border in Ohio. You're out having a lovely time fishing around Put-in-Bay and the next thing you know, the Coast Guard shows up demanding to see your passport since you drifted into Canadian water half an hour ago.

The US has a few thousand miles of land borders, and there are some neat places to visit along them.
I'm not at all sure where this gentleman went or why.
Considering everything we know about this guy and the context in which he mentions it, I don't think these were casual family vacations hiking along the Rio Grande. But I guess it's possible.

Um, ackshually, as the elected sheriff, I bet that oath he swore doesn't have the word "citizens" in it at all, and he's supposed to be protecting all the humans in his county, whether or not they are citizens.
Actually according to the supreme court they have no duty to protect anyone at all
