Call a masonry person and get their quote and ask what they would do to fix. Even if you want to diy it, you'll be able to find out some reccs, and if the price is right, you might want to save a headache and hire them.

Yeah looks like a "remove it all and redo it".
I'm not a specialist though so a pro from your region is probably what you should listen to.
I’m not an expert by any means, but patching will definitely be a temp fix. That said a bag of concrete and a trowel are pretty cheap. If it were me, I’d probably patch it and then get my finances in order to have a pro come and redo the steps.

those steps were going to break at some point.
You can't simply mix up some cement and fix it. Cement doesn't glue to it'self after it's set up. You'll need a special mixture to get anything to stick to it reasonably well.
Plan on getting the steps redone, and patch it with some repair mix for the short term.
agree with previous comments you can't fix but if you're determined to diy maybe get some outdoor tile and tile over them? must be non stick and you'd need the right mastic but might work (?)
