The headline shared is somewhat sensationalized editorialization.

"Toutes les hypothèses", dont l'instauration de l'état d'urgence, sont envisagées par l'exécutif pour "le retour de l'ordre républicain", a déclaré Elisabeth Borne vendredi 30 juin.

Note the part in quotes said by PM is "Toutes les hypothèses". The part about a state of emergency (l'état d'urgence) is added by the author of the article in between her actual quotes, with "dont", to show what the writer is implying can be included in that.

Included in "all hypothesis" I could also imply and add... well basically anything I want to.

I'm not saying there won't be state of emergency. Just making the actual context of this headline clear to non french readers.

I mean her answer was in response to a question specifically about a state of emergency, so it's definitely more than just the author's speculation

Asked during a press conference about the possibility of resorting to a state of emergency, the prime minister responded: "We will examine all the possibilities with the president of the Republic at 13:00 during the meeting which he will hold. So, I can't respond to you right now, but we're considering all our options with a priority of the return of republican order across the whole territory.

Yeah... that's why Russia is an authoritarian dictatorships where people are scared shitless to have any other opinion but public doctrine, where "there is no crime" because the crime syndicate and police are in cahoots, where every other Russian oblast and republic absolutely hates Moscovites, but nobody has the balls to do anything.
