Well duh, of course he wouldn't jump out if he did think someone was coming. The issue is that he chose to ignore the team's signal.
That's definitely worthy of a penalty point.
I would say it is worthy of more than one penalty point. He put the mechanic who holds the lollipop (or in redbull's case a light board) in a dangerous situation where he had to dodge Perez when the pitlane was really busy. If it had been George just behind Perez, the mechanic would have been straight in his path as he dodged Perez
