It almost looks like those tempera paintings on windows we did in grade school. Also, why are they empty? Don't they have a homeless problem.

Why are they empty? Because the owner of the high rise probably either isn't renting out leasing at the moment. Or maybe a prospective buyer or renter hasn't been found quite yet.

Either way, unless the owner of the high rise decides to let homeless people live in it for free, they will stay empty until somebody rents, leases, or buys them. It's really that simple

The caption says that it's sat unfinished since 2019. So I'm assuming COVID lockdowns broke the developer's timetable/budget.

They've been empty since 2019, they could be abandoned.
