Yes, I'm seeing the same. The setting is set to All but the front page still shows Local by default.

Hi. I know this is an old post but I was having the exact same issue. I just found that the solution that works for me is to refresh the entire page. Simply clicking the link to the homepage isn't enough; you must click the browser refresh button for it to work. Not sure why this is though.
Edit: Actually, it doesn't seem to work when changing the default Type for some reason. You can still give it a try if you haven't already. It works for me when changing the interface theme.
Are you using the back button or are you clicking a link to the homepage directly?
I've noticed that the browser back button will usually take you back to the state of the page you were on, rather than your defaults.
Yup, clicking the link, not the back button.
The instance is getting pretty heavily loaded at the moment. Its possible something went wrong with saving the setting properly. Maybe in a few minutes try checking that the your settings are shown correctly in the UI and and then going to the front page again?
