On the back says: 'Keep or Rehide' 'WPG Rocks'. Just found there is a fcebook group, artists hide them to be discovered. Not an English speaker so I am not sure if that 'keeps' means that I could bring it with me, so I rehide it to be found by another person :)

I remember this being a thing in the UK during COVID. The kids loved finding the rocks and also painting them and hiding them.

Sorry, let me expand. The poster asked if it was really littering if it was a rock(but painted). I meant to use graffiti on a wall as a similar example. Unpainted rock=unpainted wall. Painted rock=graffiti.

It can be super cool! But also it is littering/vandalism. The line between art and uncool is very different depending on the person.

A rock with a coat of plastic/acrylic/etc on it. Is it really graffiti when the wall was empty?

Could you elaborate a bit on graffiti example? I can't quite follow, I thought you mean that an empty wall may also be seen as a graffiti, but I am not sure if that's a correct understanding
