Kevin isn't as rare as you'd think in Europe especilally in the early 90s. Motorcycle racing AKA MotoGP was very popular and the champion in 1993 was Kevin Schwantz.

You also had the rise of Kevin Costner around then that probably contributed to it as well.

feels like a pretty germanic name though, like in norway it rolls off the tongue fine but finnish is a bit iffy and in french it sounds terrible
