Anyone who still pre-orders any game after the last 2 decades of cluster fuck releases deserves what they get.

Caveat Emptor

Pre-orders made some sense in the days of physical media but those days are long gone.

Players who pre-order are now the beta-testers for the rest of us.

More than physical media or not, it's the recent habit of selling unfinished games.. they should know better by now.
