Code already in the game... Guess that's gonna be DLC later.

It’s entirely possible that they couldn’t finish the feature before release, but planned to enable it after a patch.

Or perhaps the DLC was already in production by the time the game released, and they figured it wouldn’t matter if the code was left in and inaccessible to normal players.

Or maybe making space stations was part of the original plan and got cut, but a lot of the code is what allows the player to make spaceships and build settlements.

Yeah, a game the size of Starfield is bound to have a lot of cut content.
